Many times it is a warning noise. My chinchillas do it when the cat occasionally comes to the door of the Chinchilla building. Although sometimes they just sit in their cage and do it for no apparent reason. I think it means "hey, anybody else out there?" Maybe your chinchilla is telling you its time to play.
